Three frameworks, one goal
Before diving into the crosswalk, it is essential to understand what each framework is, who created it, who it applies to, and what compliance looks like in practice. While all three aim to promote trustworthy AI, they differ fundamentally in nature, enforceability, and scope.
EU AI Act — binding regulation with teeth
The EU AI Act (Regulation (EU) 2024/1689) is the world's first comprehensive, horizontal, legally binding regulation for artificial intelligence. It entered into force on 1 August 2024, with obligations phasing in between February 2025 and August 2027. The high-risk system obligations that form the core of the regulation apply from 2 August 2026.
The regulation employs a risk-based classification system, dividing AI systems into four tiers: prohibited, high-risk, limited risk, and minimal risk. NIST AI RMF — voluntary US framework for risk management
The NIST Artificial Intelligence Risk Management Framework (AI RMF 1.0) was published by the US National Institute of Standards and Technology in January 2023. - MEASURE — Quantifying and tracking identified risks using appropriate metrics, testing methodologies, and evaluation criteria. This includes bias testing, performance benchmarking, and robustness assessment.
- MANAGE — Treating, monitoring, and communicating AI risks throughout the system lifecycle, including incident response and post-deployment monitoring.
Each function contains categories and subcategories with specific outcomes. For example, GOVERN 1.1 addresses legal and regulatory compliance; MAP 2.1 addresses the AI system's intended purpose and context of use; MEASURE 2.6 addresses bias testing and fairness evaluation.
The NIST AI RMF does not create legal obligations, does not impose penalties, and does not provide a certification mechanism. The standard follows the Annex SL harmonised high-level structure shared by ISO 27001 (information security), ISO 9001 (quality management), ISO 14001 (environmental management), and ISO 27701 (privacy information management). Risk management
EU AI Act — Article 9 requires providers of high-risk AI systems to establish, implement, document, and maintain a risk management system that operates throughout the entire lifecycle of the system. The risk management system must identify and analyse known and reasonably foreseeable risks, estimate and evaluate risks that may emerge when the system is used in accordance with its intended purpose and under conditions of reasonably foreseeable misuse, and adopt suitable risk management measures. Residual risk must be judged acceptable, and testing procedures must be conducted to identify the most appropriate risk management measures.

Technical documentation
EU AI Act — Article 11 requires providers to draw up technical documentation before a high-risk AI system is placed on the market or put into service. NIST AI RMF — GOVERN function addresses documentation implicitly through governance outcomes. GOVERN 1.2 requires documentation of the organisation's processes. Alignment: The EU AI Act is by far the most prescriptive about documentation content (Annex IV is highly specific). ISO 42001 and NIST AI RMF require documentation but do not prescribe the same level of detail. Human oversight
EU AI Act — Article 14 requires high-risk AI systems to be designed and developed in such a way that they can be effectively overseen by natural persons during the period in which they are used. Human oversight measures must be identified and built into the system by the provider or, where appropriate, implemented by the deployer. Overseers must be able to fully understand the system's capacities and limitations, monitor operation, interpret outputs correctly, and intervene — including by means of a "stop button" or similar mechanism to override or reverse the system's output.

Alignment: All three frameworks mandate meaningful human oversight proportionate to risk. The EU AI Act is the most specific about required capabilities (understand, monitor, interpret, intervene). Data governance
EU AI Act — Article 10 is one of the most prescriptive provisions in the regulation. It requires that training, validation, and testing datasets are subject to appropriate data governance and management practices. Specifically, it mandates: relevant design choices, data collection processes and their origin, data preparation operations (annotation, labelling, cleaning, enrichment), formulation of assumptions about the information the data is supposed to measure, assessment of the availability, quantity, and suitability of datasets, examination of possible biases that are likely to affect fundamental rights, and identification of relevant data gaps or shortcomings and how they can be addressed. However, the level of specificity is significantly lower than Article 10. The standard requires organisations to establish data management policies but does not prescribe specific practices like mandatory bias examination of training datasets.
NIST AI RMF addresses data through MAP 2.3 (data relevance, representativeness, and quality) and MEASURE 2.6 (bias testing, including data-level bias). However, the framework does not prescribe specific data governance obligations comparable to Article 10's detailed requirements.
Gap identified: Article 10 data governance is the single largest gap between the EU AI Act and the other two frameworks. Organisations relying solely on ISO 42001 or NIST AI RMF will need to supplement their data governance practices significantly to meet Article 10 requirements. This is not a minor gap — it goes to the heart of the AI Act's concern with training data quality and bias prevention.
Accuracy, robustness, and cybersecurity
EU AI Act — Article 15 requires high-risk AI systems to achieve an appropriate level of accuracy, robustness, and cybersecurity and to perform consistently in those respects throughout their lifecycle. The system must be resilient against errors, faults, and inconsistencies that may occur within the system or the environment in which it operates, particularly due to interaction with natural persons or other systems. Technical redundancy solutions may be required, including backup or fail-safe mechanisms. High-risk AI systems must also be resilient against attempts by unauthorised third parties to alter their use, outputs, or performance by exploiting system vulnerabilities (adversarial attacks).
ISO 42001 — Annex A.7 (AI system performance) addresses accuracy, reliability, and robustness of AI systems. NIST AI RMF — MEASURE function directly addresses accuracy and robustness. MEASURE 1 covers accuracy metrics and evaluation. Transparency
EU AI Act — Article 13 requires high-risk AI systems to be designed and developed in such a way that their operation is sufficiently transparent to enable deployers to interpret a system's output and use it appropriately. Instructions for use must include the system's intended purpose, level of accuracy, robustness, and cybersecurity, known or foreseeable circumstances that may lead to risks, performance specifications for persons affected by the system, and, where appropriate, the input data specifications. Article 50 imposes additional transparency obligations on limited-risk systems such as chatbots, deepfake generators, and emotion recognition systems.
ISO 42001 — Annex A.8 (Transparency and explainability) requires organisations to ensure that relevant stakeholders are provided with appropriate information about the AI system, its capabilities, and its limitations. The level of transparency must be proportionate to the context and impact of the AI system.
NIST AI RMF — MAP function addresses transparency through MAP 1.5 (documentation of the AI system's purpose, capabilities, and limitations for stakeholders) and MAP 5 (communication of AI risks and impacts to relevant stakeholders). GOVERN 1.4 addresses transparency in organisational AI governance processes.
Alignment: All three frameworks require transparency proportionate to risk and context. The EU AI Act is most specific about what information must be disclosed (Article 13 + Annex IV cross-references). Post-market monitoring
EU AI Act — Article 72 requires providers of high-risk AI systems to establish and document a post-market monitoring system in a manner that is proportionate to the nature of the AI technologies and the risks of the system. The monitoring system must actively and systematically collect, document, and analyse relevant data provided by deployers or collected through other sources on the performance of the system throughout its lifetime. While the table above maps specific requirement areas, it is worth stepping back to understand the broader structural convergence across all three frameworks. This overlap is not accidental — it reflects an emerging global consensus on what responsible AI governance looks like.
Lifecycle-spanning risk management. All three frameworks insist that AI risk management is not a one-time activity performed before deployment. Risk must be identified, assessed, mitigated, and monitored throughout the entire AI system lifecycle — from design through development, deployment, operation, and decommissioning. This shared principle means that any organisation building a lifecycle risk management process to satisfy one framework is simultaneously building the foundation for the other two.
Proportionality to risk. All three frameworks adopt some form of risk-proportionate approach. The EU AI Act does this through its four-tier classification. NIST AI RMF does it through its context-specific risk mapping. ISO 42001 does it by requiring the organisation to define its own risk criteria and apply controls proportionate to the identified risks. The practical implication: an organisation that correctly classifies its AI systems and applies proportionate controls is aligned with all three frameworks on this dimension.
Governance and accountability. All three require clear organisational accountability for AI systems. The EU AI Act assigns legal obligations to providers and deployers. Critical gaps — where one framework falls short
Understanding the overlap is valuable. Understanding the gaps is essential. These are the areas where compliance with one or two frameworks does not automatically deliver compliance with the third.
Article 10 data governance — the EU AI Act's most prescriptive requirement
As detailed in the crosswalk above, Article 10 imposes data governance obligations that go far beyond what ISO 42001 or NIST AI RMF require. The mandatory examination of training data for biases likely to affect fundamental rights, the documentation of data collection processes and their origin, the assessment of dataset suitability and representativeness, and the specific provisions for processing special category data for bias correction — none of these have direct equivalents in the other frameworks.
Practical impact: Organisations must build a dedicated Article 10 compliance layer on top of their ISO 42001 AIMS and NIST risk processes. This typically involves creating a training data governance policy, establishing bias examination procedures for every training and validation dataset, documenting data provenance and lineage, and implementing bias testing processes that specifically address fundamental rights impacts.
CE marking and conformity assessment — unique to the EU
The EU AI Act requires high-risk AI systems to undergo a conformity assessment before being placed on the market. Depending on the category, this is either a self-assessment procedure (the majority of high-risk systems under Annex III) or a third-party assessment by a notified body (for biometric identification systems and certain safety-critical applications). Upon successful assessment, the provider affixes the CE marking, draws up an EU Declaration of Conformity, and registers the system in the EU database.
Neither ISO 42001 certification nor NIST AI RMF compliance constitutes a conformity assessment under the AI Act. While ISO 42001 certification demonstrates that an organisation has a functional AI management system, it does not assess the conformity of a specific AI system against the AI Act's technical requirements. The conformity assessment is product-specific; the ISO certification is organisation-wide.
Practical impact: Organisations must conduct conformity assessments for each high-risk AI system independently, using the procedures specified in the AI Act (Annex VI and Annex VII). ISO 42001 certification provides strong evidence that the underlying management processes are robust — which will significantly streamline the conformity assessment process — but it does not replace it.
Prohibited practices — unique to the EU
Article 5 of the EU AI Act bans outright certain AI practices deemed to pose unacceptable risks: social scoring by governments, real-time remote biometric identification in public spaces (with narrow exceptions), manipulation through subliminal techniques, exploitation of vulnerabilities of specific groups, and emotion recognition in the workplace and educational institutions (with limited exceptions). These prohibitions applied from 2 February 2025.
Neither NIST AI RMF nor ISO 42001 contains outright prohibitions. They are frameworks for managing AI responsibly, not for banning specific applications. A system that is prohibited under the AI Act could theoretically be "well-managed" under NIST and ISO frameworks.
Practical impact: Organisations must conduct an AI systems inventory and screen every system against Article 5 prohibitions before applying risk management frameworks. Prohibition screening is a gating step that precedes framework compliance.
Specific penalty structure — unique to the EU
The EU AI Act's tiered penalty structure — EUR 35 million or 7 % of global turnover for prohibited practices, EUR 15 million or 3 % for high-risk violations, EUR 7.5 million or 1 % for providing incorrect information — has no equivalent in the other frameworks. NIST AI RMF carries no penalties at all. ISO 42001 non-compliance results in loss of certification, not financial penalties.

The AI Act establishes specific obligations for interacting with national competent authorities and the EU AI Office, including mandatory incident reporting (Article 73), registration in the EU database (Article 71), and cooperation with market surveillance authorities.
