What is agentic AI and why does it need new governance?

Defining agentic AI

An agentic AI system is an AI system that can autonomously plan, reason, and execute multi-step tasks to achieve a specified goal. Unlike a conventional large language model (LLM) that responds to a single prompt with a single output, an agentic system:

  • Decomposes goals into subtasks and determines the sequence of actions required.
  • Uses tools and external resources — APIs, databases, web browsers, code interpreters, file systems — to carry out those actions.
  • Delegates to other agents in multi-agent architectures, creating chains of autonomous decision-making.

Singapore's Model AI Governance Framework for Agentic AI (January 2026)

Singapore, through the Infocomm Media Development Authority (IMDA) and in collaboration with the World Economic Forum (WEF), published the Model AI Governance Framework for Agentic AI in January 2026 at the World Economic Forum Annual Meeting in Davos. It is the first dedicated governance framework for agentic AI systems globally.

The framework is non-binding — it operates as a model framework rather than legislation — but it carries significant soft-law influence. Singapore has a track record of turning model frameworks into de facto industry standards across Asia-Pacific, and the WEF collaboration ensures global distribution.

The framework identifies four pillars of agentic AI governance:

  1. Assess and Bound Risks Up Front — Before deploying an AI agent, organisations must evaluate the risks specific to autonomous operation: scope of actions the agent can take, potential for cascading failures, impact on affected parties, and the adequacy of existing controls.
  2. Ensure Meaningful Human Accountability — Autonomy does not eliminate human responsibility. Organisations must designate accountable individuals for agent behaviour, maintain clear escalation paths, and ensure that "the human in the loop" is not merely nominal.
  3. Implement Technical Controls — Sandboxing, safety testing, continuous monitoring, emergency stop mechanisms, and privilege boundaries must be built into agent architectures from the design stage.

EU AI Act — how it applies to AI agents

The EU AI Act (Regulation (EU) 2024/1689) was drafted before the current wave of agentic AI, but its framework applies comprehensively. Here is how:

GPAI model as the base, agent as the system. Most agentic AI systems are built on top of general-purpose AI (GPAI) models — large language models like GPT-4, Claude, or Gemini. Key governance challenges unique to agentic AI

Accountability in multi-agent chains

When a single AI system produces a harmful output, accountability is (relatively) straightforward: the provider built it, the deployer used it. When an orchestrator agent delegates a task to a specialist agent, which calls a third-party tool, which returns data that triggers an action agent to execute a decision — who is responsible for the outcome?

This is the accountability gap problem. In multi-agent architectures, responsibility can become so distributed that no single entity has full visibility into — or control over — the end-to-end process. The Singapore framework addresses this by insisting on "meaningful human accountability" that traces through the entire chain. The EU AI Act addresses it through the provider–deployer–distributor obligation structure, but the mapping is significantly more complex for multi-agent systems than for standalone models.

Cascading failures and compounding risk

A hallucination in a standalone chatbot is inconvenient. A hallucination in an agentic system that uses the hallucinated information to make a financial transaction, send an email to a client, and update a database creates a cascade of real-world consequences. Each step in an agent's execution chain amplifies the impact of errors at earlier steps.

This compounding effect means that traditional risk assessment — which evaluates a system's risk at a single point — is insufficient. Agentic AI systems are designed to be resourceful. Given a goal, a well-designed agent will find the most efficient path to achieve it. This is a feature — until the agent expands its own scope beyond what was intended.

Privilege escalation occurs when an agent accesses resources, data, or capabilities beyond its intended permissions. This can happen through explicit tool use (the agent calls an API it wasn't supposed to) or through emergent behaviour (the agent finds a workaround to achieve its goal that bypasses intended restrictions).

Scope creep is the related phenomenon where an agent interprets its goal broadly and takes actions that, while technically directed at the goal, exceed the user's or organisation's expectations. An agent told to "optimise email response times" might start auto-responding to emails, rescheduling meetings, or filtering messages — all defensible optimisations, none of which were authorised.

Autonomy vs human oversight tension

The EU AI Act's Article 14 requires that high-risk AI systems be designed to allow effective human oversight, including the ability to "decide, in any particular situation, not to use the system or to otherwise disregard, override or reverse the output." For agentic systems, this creates a tension: the entire value proposition of an AI agent is that it acts without human intervention at each step.

Third-party model risk

An estimated 76% of enterprise AI deployments use external models — foundation models accessed via API from providers like OpenAI, Anthropic, Google, or Meta. When an agent is built on a third-party model, the organisation deploying the agent has limited visibility into the model's behaviour, training data, safety properties, and update cadence. A model update by the upstream provider can change the agent's behaviour overnight, with no action by the deployer. This dependency creates a persistent governance blind spot that must be managed through contractual controls, independent testing, and continuous monitoring.

Singapore framework deep dive — the four pillars

Pillar 1: Assess and bound risks up front

The framework's first pillar requires organisations to conduct a pre-deployment risk assessment that is specifically tailored to agentic capabilities. This goes beyond standard AI risk assessment (such as the FRIA under the AI Act) by requiring evaluation of:

  • Action scope: What actions can the agent take? What is the maximum impact of any single action? What is the cumulative impact of a full execution chain?
  • Environment interaction: Does the agent interact with external systems, APIs, databases, or the physical world? What are the failure modes of those interactions?

The framework emphasises that instructional boundaries alone — telling the agent "do not do X" via a system prompt — are insufficient for risk management. Technical enforcement is required.

Pillar 2: Ensure meaningful human accountability

"Meaningful" is the operative word. The framework explicitly rejects token human oversight — a human nominally "in the loop" who rubber-stamps agent actions or who cannot realistically intervene in time.

Meaningful human accountability requires:

  • Designated accountability: A named individual (or role) who is responsible for the agent's behaviour and outcomes.
  • Competence: The accountable individual must have sufficient understanding of the agent's capabilities, limitations, and risk profile to exercise genuine oversight.
  • Intervention capacity: The individual must be able to intervene — pause, redirect, or terminate the agent — within a timeframe that is meaningful relative to the potential harm.
  • Audit trail: All agent actions, decisions, and delegations must be logged in a manner that supports after-the-fact review and accountability determination.

Pillar 3: Implement technical controls

The third pillar is the most prescriptive, specifying categories of technical controls that should be embedded in agentic AI architectures:

Building an agentic AI governance programme

Step 1 — Map your AI agent ecosystem

You cannot govern what you do not know exists. Begin with a comprehensive agent inventory that captures:

  • All AI agents in use — including agents embedded in third-party SaaS products that employees may be using without IT awareness.
  • Agent architecture: Is the agent standalone? Does it orchestrate other agents? Does it use external tools or APIs?
  • Data access: What data sources can the agent read? What data can it create, modify, or delete?
  • Action scope: What real-world actions can the agent trigger? (Send email, execute transaction, modify database, call external service.)
  • Ownership: Who within the organisation is responsible for each agent?

Build this inventory in your existing AI systems register and extend the schema to include agent-specific attributes.

Step 2 — Classify risk levels per agent

Apply a risk classification that accounts for agentic capabilities. The EU AI Act's risk tiers remain the starting framework, but you need additional dimensions:

Step 3 — Implement oversight checkpoints

Design a tiered oversight model based on the risk classification:

  • Low-risk agents: Post-hoc review. Logs are reviewed periodically (e.g., weekly). No real-time human approval required.
  • Medium-risk agents: Checkpoint approval. The agent pauses at predefined decision points and requests human approval before proceeding.
  • High-risk agents: Continuous monitoring with intervention capability. A human operator monitors the agent's execution in real time and can intervene at any point.
  • Critical agents: Human-on-the-loop with mandatory approval for all consequential actions. The agent proposes actions; a human authorises execution.

Document these oversight models in your AI governance policies and ensure that the designated oversight personnel have the training and authority to intervene effectively.

Step 4 — Establish technical guardrails

Implement the technical controls identified in the Singapore framework's Pillar 3, prioritised by risk level:

For all agents:

  • Action logging with immutable audit trails
  • Timeout limits to prevent runaway execution
  • Rate limiting to cap the number of actions per unit of time

For medium-risk and above:

  • Sandboxed execution environments
  • Least-privilege access controls with explicit capability grants
  • Output validation against business rules before action execution

For high-risk and critical agents:

Step 5 — Monitor, log, and audit

Agentic AI systems require more comprehensive monitoring than traditional AI because their actions have direct real-world consequences. Your monitoring framework should capture:

  • Full action traces: Every action the agent takes, including tool calls, API requests, data reads/writes, and delegations to other agents.
  • Decision rationale: Where possible, the agent's reasoning or chain-of-thought for each decision point.
  • Resource consumption: API calls, compute usage, data volume processed — anomalies may indicate unexpected behaviour.
  • Outcome tracking: The results of each action chain, including success/failure metrics and any downstream impacts.

Logs must be stored in tamper-evident formats and retained for periods that satisfy both the EU AI Act's logging requirements (Article 12) and your organisation's internal audit policies. Step 6 — Prepare for regulatory evolution

The regulatory landscape for agentic AI is in early formation. Between now and 2028, expect:

  • EU AI Act implementing acts and delegated acts that may provide specific guidance on agentic systems, particularly regarding human oversight interpretations.
  • Harmonised standards under development by CEN/CENELEC that will include agent-specific technical requirements.
  • Updated NIST AI RMF profiles addressing autonomous and agentic systems.

Enterprise implementation — practical controls

Sandboxing and privilege management

Every AI agent in production should operate within a sandboxed environment that limits its access to only the resources explicitly required for its task. Practical implementation includes:

  • Container isolation: Run agents in isolated containers with no access to the host file system, network, or other containers unless explicitly granted.
  • API-level permissions: Use scoped API keys or OAuth tokens that grant only the specific endpoints and methods the agent needs. An agent that reads customer data should not have write access. An agent that drafts emails should not have send access without approval.
  • Network segmentation: Restrict the agent's network access to approved domains and services. Block access to the open internet unless required and explicitly whitelisted.
  • Time-bounded sessions: Agent execution sessions should have maximum duration limits. An agent that has been running for longer than expected should be automatically paused for review.

Monitoring and observability

Enterprise-grade agent monitoring goes beyond traditional application monitoring:

  • Real-time action dashboards that show what every active agent is doing, what tools it is using, and what decisions it is making.
  • Anomaly detection that flags unusual behaviour patterns — an agent making significantly more API calls than expected, accessing data outside its normal scope, or taking longer than expected to complete a task.

Incident response for autonomous systems

Traditional incident response assumes a human took (or approved) the action that caused the incident. Agentic systems require an adapted incident response plan:
